Malta Immigration

Malta, located in the heart of the Mediterranean, was once a British colony. As an English-speaking country, Malta is in the European Union, Schengen, Euro and Commonwealth of Nations. It is the only four-in-one country in the world, and currently the only country that allows you to obtain EU passport by investment.

Malta citizenship by naturalization for exceptional services (MEIN) and Malta permanent residence programme (MPRP) aim to attract high net worth individuals and families to obtain permanent residence or citizenship in Malta.

Visa Advantages

Basic Requirements

The basic requirements are as follows: 

The main applicant is over 18 years old

  • Spouse
  • Children under 18 years of age
  • Children aged 18-28 who are financially dependent on the main applicant
  • Parents and grandparents of the main applicant and spouse over the age of 55, need to be financially dependent on the main applicant
  • MPRP: Personal assets exceeding EUR 500,000, of which EUR 150,000 needs to be financial assets
  • MEIN: Personal assets exceeding EUR 3,000,000
  • Pass a medical examination to prove that the applicant is in good health and free from any contagious diseases
  • Applicants over the age of 16 need to provide proof of no criminal record

Permanent Residence Scheme (MPRP)

The MPRP scheme requires completion of the following three investments:

  1. Donate to the State of Malta
  • Property purchase option: donate EUR 280,000 to the government; or
  • Rental property program: donated EUR 580,000 to the government
  • Each adult dependent applicant (except spouse) – contribution of EUR 7,500
  1. Renting or buying a property in Malta
  • Purchases a property for at least EUR 300,000 (South Malta/Gozo) or EUR 350,000 (the rest of Malta)
  • Rental a property for at least EUR 10,000 (South Malta/Gozo) or EUR 12,000 (the rest of Malta) per annum

* Applicant must hold the rental or purchased property for a minimum period of 5 years upon PR approval

  1. Charity Donation
  • Donate EUR 2,000 to local charities, culture, sports, science, arts, animal protection or NGOs in Malta

MPRP Application Process

  1. Schedule a consultation meeting to discuss the applicant’s eligibility and timeline
  2. Prepare relevant documents, including certificate of no criminal record, notarization of documents, etc. (takes 1 month)
  3. Submit the application an Accredited Person in Malta  
  4. Conduct due diligence check (takes 4-6 months)
  5. Complete the designated investment within 8 months after receiving the approval in principle for the qualification review application
  6. Travel to Malta for biometric authentication

Citizenship by Investment Scheme

The MEIN scheme requires the completion of the following three investments:

1. Direct Investment

  • 1 year residency – EUR 750,000 donation

  • 3 years residency – EUR 600,000 donation

  • Each spouse/child/parent – EUR 50,000 donation

2. Real Estate Rental or Purchase

  • Rent a residential property with an annual rent of at least EUR 16,000

  • Purchase a residential property worth at least EUR 700,000

* Applicant must hold the rental or purchased property for a minimum period of 5 years upon citizenship approval

3. Charity Donation

  • Donate EUR 10,000 to local charities, culture, sports, science, arts, animal protection or NGOs in Malta

*All the above donations and investments must be completed within 4 months upon receiving the Letter of Approval in Principle for Malta citizenship.

Citizenship Application Process

  1. Schedule a consultation meeting to discuss the applicant’s eligibility and timeline

  2. Submit the Malta residency application (for a residence permit)

  3. Travel to Malta for biometric authentication

  4. Upon issue of the Malta Residency card, a citizenship by investment eligibility application can be formally submitted

  5. Prepare relevant documents, including non-criminal record certificate, document notarization, etc. (1-2 months)

  6. Submit the application for eligibility review via an Accredited Person in Malta

  7. Conduct due diligence check (takes 4-6 months)

  8. Complete the designated investment within 4 months after receiving the official Letter of Approval in Principle

  9. Stay in Malta for 15 days (exemption for children aged under 10 years old)

  10. Attend the citizenship ceremony in Malta within 6 months upon receiving the Approval in Principle (only for applicants aged over 18), obtain the Naturlization certificate and apply for Malta Passport
